Job Description

The Quality Control / Systems Assurance Lead will work in the Financial Management System with the City?s functional SME?s in Accounting Budgeting, and Procurement to ensure that FMS/3 conforms to acceptable and auditable financial data practices, City-specific financial policies and directives, incorporates appropriate application controls for a financial management system and maintains the integrity of data. To this end, the System Assurance Lead will: Create system assurance processes and controls as needed; Ensure that existing processes and controls for a financial system application are performed and deviations analyzed to verify the system meets acceptable and auditable data practices to ensure timely, current, accurate, and accessible information; Establish, communicate, manage, and report on QC/SA processes; Ensure that appropriate test scenarios / test cases are created and executed by the QC/SA Team to appropriately test system assurance reports and analysis processes; Identify and analyze the key data sets, data relationships, and database tables that drive the integrity of the financial data and financial reporting. The Lead will also: Determine the appropriate system checks and balances to maintain the integrity of key financial data and define the requirements for a comprehensive set of System Assurance reports to identify any inconsistencies or out-of-balance conditions; Perform daily production system report reviews which includes the analysis of system assurance reports to determine whether errors are the result of issues encountered during nightly processing or if further investigation is required by the FISA Business Team; Establish a daily QC/SA reporting and tracking structure to ensure QC/SA issues are addressed, and as necessary escalated, including developing the level of expertise within the QC/SA team to conduct timely reviews and analysis of SA reports.



Qualification Requirements

1. A master's degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using mainframe, mini- or micro-computer technology in computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing, at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties; or 2. A baccalaureate degree from an accredited college and four years of experience as described in `1` above; or 3. A four-year high school diploma or its educational equivalent and six years of experience as described in `1` above; or 4. Education and experience equivalent to `1`, `2` or `3` above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three years of experience as described in `1` above, including the 18 months of administrative, managerial, executive or supervisory experience as described in `1` above.



Essential Skills

Experience performing data reconciliation or data analysis to ensure data quality / data integrity or experience in information systems audit and assurance; Experience in accounting or financial control processes preferably for an Enterprise Resource Planning (ERP) financial management system; Experience in accounting processes and practices; Demonstrated knowledge of business and IT application control; Strong analytical skills; Ability to plan, manage and work independently with minimal direction; Strong written and verbal communication skills; Proficient in database skills (e.g., SQL, MS-Access, etc.) and MS-Excel for the analysis and reconciliation of data.
