Job Description: General responsibilities include:
· Reporting on project schedule, budget, scope, resources, and quality processes and deliverables.
· Work closely with stakeholders and users to identify business needs and develop project requirements.
· Assist in the analysis of business needs specifications and communicate these needs to project stakeholders, including determining user business requirements and the impact of changes to programs, systems and work flow.
· Prepares and gives presentations to Agency Staff as required on project direction and status.
· Possess strong project planning and project management skills, and the ability to manage several concurrent projects.
· Possess risk analysis and contingency planning experience.
· Must be able to produce key documents, both in written and presentation format, such as project strategies and updates, project plans, issue and risk mitigation, and project milestone report checks.
· Must be able to measure and review project progress; adjust project plans, and interact with all relevant parties from technician to senior management.
· Carry out duties in a manner consistent with a complex, diverse and dynamic hardware and software environment that serves an expanding public safety community.
SECTION 9 ?CONTRACTED PROJECT MANAGER LEAD QUALIFICATIONS
Minimum Qualifications
5+ years of experience in the biometrics domain, with an emphasis on AFIS
5+ years defining, implementing, and/or managing AFIS systems
10+ years of experience in a leadership role as a program manager or business development lead in public safety
5+ years experience with Store and Forward & Live Scan processing systems
Experience with incorporating NIST and IAFIS Standards
Experience with NCIC and III biometric systems integration
5+ years building Request for Proposals
5+ years leading bid procurement teams
5+ years demonstrated lead project management experience on IT initiatives
Experience in project management of electronic fingerprint implementations
Experience with Contract Management
Strong knowledge of project management best practices; In-depth knowledge of the principles, tools and techniques of project planning and project management.
Demonstrated experience in management of complex/cross functional projects; including experience with business, & technical issues and project control.
Work experience on projects with federal, state or local government branches, in the area of criminal justice and / or public safety.
Working knowledge of information technology disciplines such as hardware and related operating systems; software application design, development and implementations; database management systems, and networking and security concepts.
Ability to work both independently and collaboratively.
Expertise in computer-based tools, including project management software applications (including Microsoft Project), and office automation application such as spreadsheets, graphics, word processing, and presentation.
Must be able to express findings and recommendations clearly, at differing levels of management and technical and business resources, both verbally and in writing.
Solid interpersonal skills (i.e. verbal/written communications, leading teams, and organizational proficiency), with ability to work well with people of all levels of information technology expertise and comfort in varied organizational relationships.
Bachelor's Degree (or equivalent experience) in information systems, computer science, engineering or related field.
Other Qualifications (not mandatory)
Project management certification
Masters in Business Administration
Working knowledge with formal project management methodologies such as RUP or agile
Experience building requirements for Partial and Full Palm Print Systems
Experience interpreting and consulting on biometrics Law and Policy
Experience integrating records management and booking systems into enterprise biometrics systems
Experience with Business Process Engineering.
