This analyst will be acting in a quasi QA role. The government client is implementing the Momentum Acquisitions System which is a software based system. It ties into backend systems like, PeopleSoft, oracle financials, SAP and MAXIMO. The thing that makes this job so unique is that this person will basically coordinate all of the data and will have to anticipate where problems will pop up during the installation and integration. This person must have a thick skin and be willing to step up and tell project managers when and where problems are going to occur and have occurred. Candidate will have to be able to gently explain implementation process and timeframes to people without offending the client. They will have to basically be a MAXIMO expert
Opportunity: Performs complex analysis of budgets and schedules needed to meet contractual/project requirements for assigned portions of a program or programs. Acts as a key technical expert on financial analysis issues, concerns, and special projects. Coordinates, negotiates and resolves financial compliance issues with various governmental agencies to ensure accurate interpretation of contract requirements. Interfaces with top management, responding to their requests for financial data. Resolves reporting and compliance issues. Provides team leadership, establishes and defines program plan requirements for assigned work. Coordinates interdepartmental development of program plans and interfaces with vendors and customers as required. Monitors and reports performance against plans to ensure that contractual cost and schedule objectives are met. Additional duties: Identify resources needed to achieve organization?s strategic and tactical objectives. Participate in the preparation of out-year budget requests leading to the submission of the annual Congressional Budget Justification. Provide daily support to Senior Management to ensure the effective execution of the current year budget. Respond to requests for resource information and data including budget justifications, talking points, briefing materials and responses to audits and queries. Assist in the preparation, management and execution of organization's annual spend plans. Support day-to-day financial operational needs such as financial analysis and reporting.
Education required: Bachelor?s degree, Finance, Accounting, or Business Administration (or equivalent).
Required experience: Seven to nine years of related (technical program planning and implementation, contract interpretation, budget development and/or government project administration) experience. Active Top Secret/SCI Full-scope Polygraph clearance.
Desired experience: Experience in the preparation of out-year budget requests leading to the submission of the annual Congressional Budget Justification .
