OVERVIEW:
Our client is seeking a Project Controls/Cost Estimator with the ability to interact with various levels of management and exhibit outstanding interpersonal and team-player skills, with a demonstrated ability to participate on high-level teams, develop and maintain effective working relationships, and facilitate cooperation among various internal and external organizations.
RESPONSIBILITIES:
- Cost and schedule engineering on major capital transmission and distribution projects/programs. - Provide direct, one-on-one cost and schedule support to Project Managers for major programs/ projects. - Cost support would include, but not limited to the following: * Utilizing work order estimates to setup and establish a cost baseline for the project/program * Initiating trends for project changes in scope, cost and schedule, and maintaining a trend log * Perform a monthly cash flow analysis utilizing cost, commitment, and earned value analysis. - Accurately forecasting year-end and final project/program costs. - Schedule support would include, but not limited to the following: * Utilizing Primavera scheduling software as the project scheduling tool * Setting up and maintenance of project schedules, monitoring of the critical resources needed for the projects, and perform critical path and variance analysis. - Will assist in preparation of multi-year budget cost and schedule data for the use in Yellow Book and General Rate Case. - There will be added focus on monitoring of timely closing of capital work orders that this position will support on a monthly basis to accurately forecast the work order closing.

Requirements: 1. Must have experience with Word, Excel (ad hoc reports, graph, formulas, etc), Access (queries, reports), PowerPoint & Primavera (the latest version is preferred) 2. Must have Bachelor Degree in Engineering, Business, Construction Management or a related field, or an equivalent combination of education, training, and experience. 3. 5-10+ years experience providing project controls and cost estimating support (defined as cost and schedule engineering) on programs, projects or contracts. Each level of pay corresponds with the years of actual experience. 4. Must be able to understand the primary linkages between project controls and disciplines of estimating, project management, engineering, construction, contract administration and accounting. 5. The candidate must be able to describe current practices in CPM scheduling and earned value analysis. The candidate must be able to demonstrate strong skills in the following areas: information gathering, data analysis, critical thinking, problem solving, and decision making. 6. Must be a Permanent Resident or U.S. Citizen to qualify. Must be legally authorized to work in the U.S. -- cannot sponsor H1-B Visa. 7. Yellow Book and General Rate Case are both preferred. 8. Local candidates are preferred to out of state candidates.
