Job Description:

The Spear Group, Inc. is seeking candidates for multiple positions as Senior Business Manager – DOE Projects for our major A/E client’s Energy & Environment Division in multiple locations including: West Valley, NY, Aiken, SC, Hanford, WA and Los Alamos, NM. With a direct reporting relationship to the Project Manager and a functional reporting relationship to the business unit Vice President of Finance and Accounting, the position is responsible for high-level business administration of very large, complex Department of Energy projects. These are permanent positions with a compensation package including competitive salary, full benefits, paid leave, 401 (k), etc.
The duties of the position include:





  • Represent the company as the prime client contact regarding administrative, business and financial matters on contracts and projects.

  • Responsible for the management, direction, and operation of a combination of general accounting activities including accounts payable and receivables, general ledger, payroll, and related functions.

  • Responsible for the management, direction and operations of Human Resources, Information Technology, Procurement, Materials Management, Property Management, Real Estate and Records Management..

  • Responsible for SOX compliance and/or A-123 compliance.

  • Responsible for corporate revenue recognition compliance.

  • This position may require developing and presenting project/financial reviews to the Board of Directors and/or business unit management.


Requirements:





  • Bachelor’s degree in accounting, business administration or a related field.

  • Requires extensive experience working with multi-million dollar contracts for the U.S. Government (DOE, DOD, NNSA, EPS or Homeland Security); including prime M&O, FAR based cost plus or target or fixed price contracts.

  • 20+years experience in accounting, finance or related experience particularly in the Nuclear and/or EPC (Engineering, Procurement & Construction) industry.

  • Department of Energy business management experience is highly desired.

  • Experience in contract administration is essential as is familiarity with either the FAR, DFAR, or the DEAR

  • Project management baseline management & trends reporting, change control and REA (request for engineering action) development experience are essential

  • Program or Project management experience is essential as is the full understanding of EVMS reporting and performance management.

  • Working knowledge and experience in project/cost estimate development, project controls (may require managing project controls function) and project scheduling.

  • Budget development experience and unallowable cost management experience is essential.

  • Must be a U.S. Citizen, with ability of to obtain DOE clearance.




Highly Desired:





  • CPA or MBA preferred as well as significant field experience or its equivalent is highly desired.

  • Must be thoroughly familiar with general accounting principles, governmental regulations and contract/procurement.

  • Award fee management, development, negotiation and planning experience essential.

  • Thorough understanding and application of Cost Accounting Standards and Disclosure Statements.

  • Possess cash management, working capital management, banking experience, and financial and strategic planning experience.

  • Bid and proposal development experience beneficial as is participation in proposal cost and technical volume reviews.

  • Significant experience with major contract/project startups is essential.

  • Familiarity and experience with union labor agreements is beneficial.

  • A full understanding of employee performance and compensation models is required.
